The Board set policies and monitors the service Cobalt provide. Six of the twelve voting members of Cobalt’s Board of Management are elected tenants.
Bob B
owen (Chair)
Bob was a council tenant for 25 years and has lived in the Scarisbrick area since 1978. He became involved in the local tenants and residents group SATRA because of his concern about the need for better living conditions for residents, particularly in the defective ‘Boswell’ houses. He is Treasurer of the Scarisbrick Area Tenants and Residents Association. Bob is a self employed taxi driver.
Julie Roberts
Julie has lived in Norris Green since 1985. She has two children and became involved in voluntary work locally as a member of the Parent Teachers Association at Wellesbourne School. She became a member of Norris Green Federation and vice chair of her local residents association CASA. Julie joined the Board to help ensure tenant views are heard in Cobalt Housing.
Viv Turner
Viv has lived in the area all her life, and in Croxteth for over 40 years. She is vice chair of the Trispen and Petherick Action Group and Secretary of the Croxteth and Gillmoss Credit Union. She is also involved in the Croxteth and Gillmoss Community Federation and the Alt Valley Partnership. Aside from community work Viv is Secretary of Kirkby Ladies Golf Club. Viv is anxious that the environmental issues are addressed as part of the proposed improvement programmes.
Edna Whiteside
Edna is a housewife who lives in the Norris Green area. She is a Director of RING Tenant and Resident Association.
Sue Jones
Sue is a carer/housewife and lives in the Fazakerley area. She is Treasurer of the Fazakerley Youth Action Group and works closely with Liverpool City Council, Merseyside Police, PADA and the Liverpool Youth Service.
Gary Foulkes
Gary is a Civil Servant working as Senior Manager for Jobcentre Plus in Kirkby. He has worked closely with Knowsley MBC in delivering joint initiatives including housing benefits.
Les Sefton
Les has lived on the Croxteth Estate for 54 years and is the Secretary and Treasurer of the Trispen & Petherick Action Group. He is also a volunteer of the local branch of the Partners Credit Union Ltd and four years ago was elected onto the Board of Directors of the Croxteth & Gillmoss Community Federation.
Terry Bonner
Terry is Assistant Director of Customer Services for Knowsley Housing Trust and has worked in the public sector for the past 27 years. His career history includes Knowsley Housing Trust, Anchor Trust and City of Liverpool. He holds a Diploma in Advanced Studies in Housing and Advanced Certificate in Housing Studies.
Tommy Miller (Co-optee)
Tommy moved from Kirkdale to Gillmoss 30 years ago. He is Chair of the Gilmoss Action Group and was Chair of the Liverpool Tenant Management Organisation, umbrella Group LATMOS. In recent years he has been active in the proposals to redevelop the Gillmoss, in particular the rehousing of his own community to new homes on the former Croxteth Comprehensive School site. Tom wants to see the transformation of the whole area to a place people will want to move to.
Councillor Peter Mit

Peter has worked in the private sector for over 20 years and was Finance Director of a large multi-million pound retail company and then went on to become Managing Director in 1995. Currently, Peter is a non-executive Director for a large contract painting company specialising in Home Office contracts and has worked closely with Cobalt on a number of projects. Amongst his many local commitments, Peter is Chair of the Alt Valley Partnership Board commissioning and agreeing spending of European Objective One/Two monies and directing the regeneration of North Liverpool.
Councillor Dave Hanratty (Labour Council Representative)

Dave is the Chair of the Electoral Committee within the Labour Party, Fazakerley Ward. He is also a member of Mersey Waterfront Regional Park Board, New Heartland Board, Special Purpose Vehicle Board and the Walton Centre for Neurology & Neurosurgery NHS Trust Foundation Project Board.
