There are five directors that make up Cobalt's Senior Management with Dave Lambert as Managing Director. Their wealth of experience in the housing sector results in Cobalt delivering innovative, cost effective and worthwhile projects for the local community.
Dave Lambert, Managing Director
Dave was previously Deputy Chief Executive of Liverpool Housing Trust. Moved to Cobalt as Managing Director in 2002/3 to oversee the ballot campaign and set up the new team after registration with the Housing Corporation in 2003.
Jon Webster CPFA, Finance Director
Jon has been Finance Director for Cobalt since its creation in 2003. Prior to this he was Corporate Finance Manager for LHT where he was part of the team that lead to Cobalt being established. He is responsible for all the financial affairs of Cobalt including strategic planning, treasury management, financial reporting and control.
Fiona Wilkie, Director of Performance and Review
Fiona has worked in housing for over 10 years. Fiona previously worked for LHT and was part of the team that lead to Cobalt being established. She is responsible for driving through Cobalt’s ambitious programme of continuous improvement and has lead responsibility for improving standards of customer care, complaints handling, resident involvement, auditing and researching customer satisfaction to deliver improved services.

Cy Powell, Director of Regeneration
Twenty plus years of Development & Regeneration experience with housing associations in the Newcastle, Yorkshire, Kent & London. Heads the Regeneration and New Business Team contributing to the sustainability of the Cobalt areas by delivering new developments and securing community investment.
Ann-Louise Gilmore, Director of Property Services
Ann-Louise graduated from LJMU with a degree in Building Surveying in 1995 and started her career in the private sector. Her housing career started in 2001 when she worked as a Property Services Officer. She is committed to improving the standard of homes our tenants live in and will achieve this by delivering Cobalt’s extensive investment programme and driving up the standards of the response repairs service.

Ann-Louise is currently on maternity leave. In her absence Dennis Graham joins Cobalt from LHT and shares Ann-Louise’s commitment to ensure our services to customers continually improve.
Michelle Wood, Director of Housing Services
Michelle has recently joined Cobalt after working for One Vision Housing as their Strategic Director of Neighbourhoods and Customers. She has over 20 years housing experience. Michelle wants to ensure that Cobalt provides excellent services which meet the individual needs of customers
